Programme description

The government’s “INVESTEȘTE ÎN TINE” (ENG. INVEST IN YOURSELF) Programme aims to facilitate access to finance, “ZERO COSTS, ZERO INTEREST” for:

young people aged between 16 and up to 26 years old and who are included in the education system or who carry out specialization courses, authorized by the Ministry of National Education, and as the case may be, by the Ministry of Labor and Social Justice. This category of beneficiaries can access a loan of up to 40,000 lei.

persons aged between 26 and 55 years old, if they are included in the education system or are taking retraining and / or professional specialization courses. This category of beneficiaries can access a loan of up to 35,000 lei.

The purpose of the loan is to cover the needs of beneficiaries and their families in terms of education, health, culture, sport and habitat.

 

The granted credit can be supplemented with up to 20,000 lei if the beneficiary commits or is employed during the credit. For the granting of the credit, the beneficiary will be accompanied by at least one co-debtor, if he is not employed. In the case of the beneficiary of the Programme with limited exercise capacity, the consent of the legal representative is required to obtain the credit.

 

The loan will be granted in the form of a loan with one or more installments, depending on the supporting documents presented at the settlement or the direct payment of the supplier based on the proforma invoice. The credit is granted for a maximum period of 10 years, including the grace period which may not exceed 5 years, once for the same beneficiary.

Facilitating access to financing consists in guaranteeing credit in proportion of 80% by the state through the Fondul Național de Garantare a Creditelor pentru Întreprinderi Mici și Mijlocii (eng. National Credit Guarantee Fund for Small and Medium Enterprises) and through Fondul Român de Contragarantare (the Romanian Counter-Guarantee Fund, except for interest, commissions and bank fees, as well as in bearing interest and of the expenses adjacent to the credit.

Interest payments for the granted credit, as well as the expenses regarding the analysis and guarantee management fees will be borne from the state budget, through the budget of the National Commission for Strategy and Prognosis, whose president is the tertiary authorizing officer within the General Secretariat of the Government.

If the beneficiary of the loan does not pay the capital installments related to the loan at maturity, the amounts paid by the National Commission for Strategy and Prognosis, representing interest, fees and bank charges, are recovered by the Agenţia Naţională de Administrare Fiscală (eng.National Agency for Fiscal Administration) based on the enforceable title issued by this.

The contracts by which the National Credit Guarantee Fund for Small and Medium Enterprises and the Romanian Counter-Guarantee Fund grant state guarantees constitute enforceable titles and have the value of authentic documents.

The receivables resulting from guarantees granted and paid to the banks are assimilated to the budgetary receivables whose recovery is made by the National Agency for Fiscal Administration according to the provisions of Law no. 207/2015 on the Fiscal Procedure Code, with subsequent amendments and completions.

Eligible expenses

The purpose of the loan is to cover the needs of beneficiaries and their families in terms of education, health, culture, sport and habitat. The following expenses of the beneficiary, including his family, are considered eligible expenses:
  1. payment of books, supplies, courses, specialized magazines;
  2. payment of nurseries, kindergardens, private schools;
  3. payment of specialization / qualification courses;
  4. payment of professional training courses;
  5. tuition fees, including master’s, doctorate, MBA;
  6. payment of rent, maintenance expenses and utilities;
  7. payment for accommodation in student dormitories;
  8. a part of the expenses for the construction or acquisition of a dwelling;
  9. expenses for the modernization or renovation of a house;
  10. the cost of medicines, tests, prosthesis / orthosis products, dental services and surgical interventions;
  11. purchase of computers, laptops, printers, specialized software;
  12. cultural season tickets or tickets: cinema, theater, opera, library, museums;
  13. the cost of publishing books or specialized studies;
  14. the acquisition of sports items, musical instruments and other equipment necessary for professional training in specialized education (technical and art);
  15. the fee for participation in scientific events and competitions;
  16. transport expenses for trips to scientific events and competitions.
